OVERVIEW

Continuum of Care (CoC) is a program designed to provide permanent housing and support services to homeless individuals. We partner with Integral Care (IC) and the Ending Community Homelessness Coalition (ECHO) to administer the program.

CoC is designed by the U.S. Department of Housing and Urban Development (HUD) and funded through grants awarded in HUD’s Continuum of Care process. The grants fund voucher rental assistance from HATC for a variety of housing choices, accompanied by a range of supportive services from IC and other sources. Continued funding is competitive and dependent on the availability of grant funds.

Through local planning efforts, direct housing, and supportive services, the CoC Program works to improve the lives of men, women, and children around the country who are experiencing homelessness – primarily those living with serious mental illnesses, substance use disorders, and Acquired Immune Deficiency Syndrome (AIDS) or related diseases. CoC is an important part of HUD’s mission to reduce homelessness by assisting families and individuals move into permanent housing, with the goal of long-term stability.
 

HUD - VETERAN AFFAIRS SUPPORTIVE HOUSING (HUD-VASH)

HUD-VASH is a collaborative program between HUD and the Department of Veterans Affairs (VA). The program combines Housing Choice Voucher (HCV) rental assistance for homeless Veterans with case management and clinical services provided by the Department of Veterans Affairs. VA case managers may connect these Veterans with support services such as health care, mental health treatment and substance use counseling to help them in their recovery process and with their ability to maintain housing in the community. Veterans must comply with a case management program through the VA in order to continue receiving assistance. The VASH program is administered in accordance with the regular HCV requirements.

The Housing Authority of Travis County partners with Front Steps and Foundation Communities to provide permanent housing opportunities to homeless individuals. Front Steps and Foundation Communities are committed to providing a full range of services to support clients who are moving from homelessness to safe, affordable long-term housing.
