Disaster Housing Assistance Program
(DHAP)

The US Department of Housing and Urban Development (HUD) has taken over long term rental assistance for the families that were displaced by Hurricanes Katrina and Rita from the Federal Emergency Management Agency (FEMA) through a program called Disaster Housing Assistance Program (DHAP).  DHAP will help families rebuild their lives, get on a path to self sufficiency and have the opportunity to return home, if they choose.

DHAP and Case Management

The Housing Authority of Travis County will provide Case Management Services for these families to get back on their feet, including financial education, job training or other social services.

The DHAP Manager is utilizing the following implantation schedule:

  • December 1, 2007 the Housing Authority was responsible for the rental payments to the landlords.

  • Beginning March 1, 2008 the levels of subsidy will begin to be reduced.  Families will pay a portion of the cost which will begin at $50 per month and incrementally increase each month thereafter.

  • March 1, 2009 the program will conclude.

Like the Section 8 Program, the homes these families live in will be inspected by an HQS inspector and must pass the special inspection for health and safety purposes.   Those families that live in HUD/VA homes are required to search for private rental units.  Families and individuals in the program will be given complete information, supportive services such as job training with JRT and free clothing from Lillie’s Treasure Chest and Trinity Center at St. David’s Episcopal Church, resources and ample time to prepare for the end of temporary, subsidized housing.
